Foreigners represent 30.4% of the Catalan prisoner population, the highest of any country in Europe. The data comes from the Síndic de Greuges de Catalunya, the Catalan ombudsman, which extrapolated information about Catalonia from an EU-wide study penitentiary systems in 2002-2004. Among other data, the Síndic highlights the fact that Catalonia has the fewest penitentiary workers in the EU – 40.7 per 100 convicts.
